3. The SNNPRs Investment Expansion Process

The Ethiopian government pioneered to take new economic measures that would eventually pave the way for the alleviation of social as well as economic chronic problems that are deep rooted in the country as a whole and in the region in particular. Following the declaration of a free market economic policy and subsequent issuance of conducive rules and regulations including the investment proclamation, many local and foreign investors have began to put maximum effort to make development a reality.

The Regional government which understood the irreplaceable dominant role of the private investment sector for the overall economic development of the region established our agency in 1985 E.C. The agency since its establishment has been making various efforts to promote investment activities in the region. One of the reform areas is civil service reform and service delivery has been improved dramatically as follows:

No Activities Time given by the law to perform each activity Average time taken to perform each activity before reform Average time taken to perform each activity after reform
1 Issuance of investment permits, 10days 38days 40min
2 Renewal of investment permits   2 1/2 days 30min
3 Effecting commercial registration 5 days 38days 20min
4 Issuance of business licenses 5 days 17days 55min
5 Allocation of land, and 45 days 10 months 10days
6 Providing incentives to potential investments   15 days 50min
After implementation of the BPR in our organization various positive results are seen. Even though the program is new for the country and our region, and also we are in the starting phase of the implementation of the program it is possible to conclude that the reform brings positive results in our organization and it helps us to improve our performance, i.e., the efficiency of the organization improved from different directions
